Score the bid before you spend three weeks on it.

The most expensive proposals are the ones you should never have written. Try the scoring logic below, then take the full Excel tab with you.

BID_NO_BID_SCORECARD.xlsx
Score each factor 1 = weak for you   5 = strong for you
Customer knowledge Do you know the agency, the program, and the people making the award?
Your position against the incumbent 5 = no incumbent, or one you can clearly displace. 1 = an entrenched incumbent the customer is happy with.
Solution fit Can you actually perform the full scope as written, without stretching?
Past performance Do you have work that is genuinely relevant, recent, and similar in size?
Your competitive edge 5 = few serious bidders and a clear discriminator. 1 = a crowded field and nothing that sets you apart.
Capacity to respond Do you have the people and the hours to write this properly before the deadline?

Weighted scoring

Set your own weights, because capacity matters more to a two-person shop than it does to a prime.

Your own thresholds

Adjust where go, caution, and no-bid sit, so the tool matches how much risk you actually carry.

A decision record

Score every pursuit and keep the history. Patterns in what you declined are worth as much as what you won.

The full Federal Proposal Playbook carries the decision through shred, compliance matrix, Section M scoring, assignments, reviews, and submission, with a Command Center dashboard tracking all of it.
