Learn federal proposals end to end, from the first Sources Sought to the debrief.
Eleven modules and a graded capstone that take you through the entire lifecycle: market research, capture, the solicitation, writing, production, reviews, and everything after submission. Built by a practicing federal proposal manager.
Every good proposal starts with a compliance matrix. So does this course.
Nine capabilities, each traced to the modules that build it. By the end you will be able to do all nine, and the capstone is where you prove it.
| Capability | M1 | M2 | M3 | M4 | M5 | M6 | M7 | M8 | M9 | M10 | M11 | CAP |

Scroll the matrix sideways to see every module.
Four parts, in the order the work actually happens.
Foundations
How federal buying works, and who is in the room.
Welcome and Start Here
How the course is structured, the nine capabilities you are working toward, and how the capstone is graded. Watch it before you decide.
Watch Module 0Federal Procurement Landscape and Lifecycle
How the government buys, from requirement to award, and where the proposal sits inside that lifecycle.
Watch Module 1The Players and the Paperwork
Business size and socioeconomic categories, set-asides, solicitation types, and contract vehicles.
Win before the RFP
Most awards are shaped long before the solicitation drops.
Market Intelligence, Opportunity ID and Pipeline
SAM.gov, Sources Sought and RFIs, market research responses as a research channel, building and qualifying a pipeline, and how early research and shaping influence the win.
Capture Management and Win Strategy
The heaviest module in the course. How capture turns an opportunity into a winnable pursuit, and how win strategy carries into every volume you write.
Build the response
From decoding the solicitation to a compliant, submitted deliverable.
Decoding the Solicitation
Sections L and M, LPTA versus best value, building the compliance matrix, and drafting questions to the Contracting Officer.
Proposal Management and Process
Shipley process phases, the kickoff, a compliance-driven outline, and storyboards.
Persuasive Writing and Volume Craft
Features, benefits, and proofs. Technical, management, past performance, key personnel, and cost narratives. Executive summary and cover letter, STAR for past performance, and resume drafting.
Graphics, Production, 508 and Submission
Proposal graphics, production, Section 508 accessibility, the table of contents, submission, and training on the tool stack.
Review, finish, and beyond
Quality, the late stages most courses skip, and the tools that are changing the work.
Color-Team Reviews, Recovery and Quality
Pink, Red, Gold, and White Glove. How to recover after a bad review, and the difference between an internal readout and a government debrief.
Late-Stage and Post-Award
Orals, evaluation notices, FPR and BAFO, debriefs, and protests at a high level.
Modern Tooling and Responsible AI
Where current tools and AI genuinely help proposal work, where they create risk, and how to use them responsibly.
Then you write the whole thing.
A full proposal against a representative RFP, graded against the nine capabilities. Not a quiz, not a summary. The actual deliverable, from the compliance matrix through the final volumes.
In the cohort format, the capstone ends with an oral defense, the way a real orals presentation would.

Before you enroll
Do I need federal proposal experience?
No. Module 1 starts from how the government buys and where proposals fit. Experienced coordinators tend to get the most from Parts 2 and 4, which cover capture, strategy, and the late stages most training skips.
Are all the modules available now?
Modules 0 and 1 are available now and free, with no signup. Modules 2 to 11 are in production. Join the waitlist and you will get one email as each module releases and one when enrollment opens.
How is the course delivered?
Online, as lessons you watch in your browser, the same way Modules 0 and 1 work today, so you can try the format before you pay. The total time commitment and the cohort schedule will be published before enrollment opens.
What exactly is the capstone?
You write a full proposal against a representative RFP, and it is graded against the nine capabilities. In the cohort format you also present and defend it in an oral defense.
Who built this course?
A practicing federal proposal manager who runs these bids for a living. The course is published under the ProposalPrime name rather than a personal one, so it is judged on the curriculum. Modules 0 and 1 are free, so you can see the teaching before you pay.
Can my company pay, or enroll a team?
Team and company enrollment will be available when enrollment opens. If you are planning for a team, email hello@proposalprime.com and you will hear about the options first.
What is your refund policy?
Modules 0 and 1 are free, so there is nothing to refund. The refund terms for paid enrollment will be published on the Refund Policy page before enrollment opens.
Start with Modules 0 and 1. Both are free.
See how the course is built, what the nine capabilities demand, and how the capstone is graded. Then decide.
